Second in Line: Mineral fuels and oils Exports Cools

The ledgers from Brussels came in this morning, and the largest shift in the mirror is not a surprise so much as a confirmation. Across all 27 EU reporters, mineral fuels and oils exports under HS27 fell €36.5B year-over-year, a contraction of -9.5% between 2024 and 2025. That is the headline motion of the cycle.

The import side moves in sympathy, only steeper. HS27 imports fell €70.2B year-over-year, -9.9% across the same window. Both sides of the fuel ledger are cooling together, which tells me the softening is not a reporter quirk or a single-port anomaly. It is the commodity itself, breathing out.

Set against that, machinery under HS84 did the opposite. Imports rose €45.4B year-over-year, +6.3%. Capital goods are flowing in while the hydrocarbon trade retreats. Two different stories, running on the same manifest.

Seasonality adds the texture. HS27 exports into the Netherlands peak in October at an index of 1.125 and trough in February at 0.908, averaged across 2021 through 2025. The Rotterdam complex is the barometer here, and the barometer leans toward volume this time of year.

For October, the reading is 1.125. The flows point toward above-baseline movement into the NL node this month, even against the annual contraction. The seasonal lift and the yearly cool are not contradictions. They are different time horizons laid over the same pipe.

I will not call a price. I will say this: when the yearly axis bends -9.5% on exports and -9.9% on imports while October still indexes 1.125, the data points toward a market thinning out structurally while briefly thickening on the calendar. That is the shape of the ledger. Draw from it what you will.
