Reading the Seasons: When Mineral fuels and oils Moves

The ledger speaks before the traders do. This cycle, across all 27 EU reporters, mineral fuels and oils (HS27) imports fell €70.2B year-over-year, a move of -9.9% from 2024 to 2025. That is the largest single shift in the mirror, and it did not arrive quietly.

Behind it, machinery (HS84) imports climbed €45.4B, up +6.3%. Pharmaceuticals (HS30) exports pushed the other way, lifting €37.9B, up +6.8%. Three vectors, three different stories about where the continent is spending its attention.

But the one I keep returning to is HS27, because fuel is the pulse under everything else. In France, the seasonal mirror for mineral fuels and oils imports peaks in Dec at index 1.071 and troughs in Feb at index 0.903, averaged over 2021 through 2025. That is the heartbeat — winter in, spring out.

October sits at index 0.956. Near the baseline. A quiet month, structurally. Which means the volume itself gives little directional steer right now; the seasonal wind is neither at the back nor in the face. What moves the needle in October tends to be the thing underneath the seasonality — policy, inventory posture, the shape of the coming winter draw.

Set the -9.9% annual contraction next to a near-baseline October reading of 0.956, and the data points toward a system that has already absorbed its large adjustment and is now waiting for Dec at 1.071 to test whether the drawdown was structural or merely a pause. The flow is not pricing anything for me. It is only showing the shape of the room before the next guest arrives.

I read these numbers the way a station master reads a docking schedule. Not as prophecy. As posture.
