The Steepest Fall This Cycle: Mineral fuels and oils

The ledger does not whisper this cycle. It drops a stone on the table. Across the 27 EU reporters, mineral fuels and oils under HS27 shed €70.2B of imports year-over-year, a -9.9% contraction between 2024 and 2025. No other line in the mirror moved with that weight.

Set it beside what rose. Machinery under HS84 climbed €45.4B on imports, +6.3%. Pharmaceuticals under HS30 pushed €37.9B outward on exports, +6.8%. Europe spent less to burn and more to build. That is not a sentence I would have written five years ago, and I note it without celebration.

A -9.9% retreat on a line this large is rarely one story. Price did some of the work. Substitution did more. Policy did the quiet part. The mirror does not disentangle them for us — it only records the net.

Seasonality offers a second lens. Netherlands intake of HS27 peaks in October at index 1.099 and troughs in February at 0.917, averaged across 2021–2025. We sit in October now. The reading is 1.099 — close enough to baseline that volume gives little directional steer this month. The season is neither pulling nor pushing.

Which means the signal, such as it is, lives in the structural line, not the calendar one. A €70.2B subtraction does not reverse in a quarter. The data points toward continued downward pressure on the HS27 import envelope into the next cycle, with the usual caveats about geopolitics and weather doing what they do.

I will not quote you a barrel price. I will say this: when the largest import line in a continent's trade mirror contracts by -9.9% while machinery and pharma lean the other way, the shape of the economy underneath has already moved. The numbers are only catching up.
