Reading the Seasons: When Mineral fuels and oils Moves
The ledger shifted this cycle, and the shift was neither subtle nor evenly distributed. Across all 27 EU reporters, mineral fuels and oils under HS27 posted the largest year-over-year move in the mirror: imports fell €70.2B, a contraction of -9.9% from 2024 to 2025. A number of that magnitude is not weather. It is a redirection of the arterial flow.
Close behind, machinery under HS84 moved the other direction — imports rose €45.4B, up +6.3%. And on the export side, pharmaceuticals under HS30 lifted €37.9B, up +6.8%. Read together, Europe is buying less of the thing it burns, more of the thing it builds with, and selling more of the thing it synthesizes. Three different stories, one ledger.
Now set that against the seasonal clock. Mineral fuels and oils imports into the Netherlands — the continent's largest hydrocarbon gateway — peak in October at index 1.099, and trough in February at index 0.917, averaged across 2021 through 2025. A narrow band for a commodity that owns the headlines. The year's own rhythm is quieter than the year's own politics.
For October, the index reads 1.099. That is a touch above baseline, not a surge. The seasonal pattern sits near its baseline this month, which means volume alone gives little directional steer. When the clock is quiet, the signal lives in the annual numbers — and this cycle, the annual number for HS27 is loud.
My read, offered as a flow reading rather than a price call: a -9.9% retreat in HS27 imports against a near-baseline October rhythm points toward structural easing on the import side, not a seasonal squeeze. The pressure that would normally stack into a peak-month print is simply thinner this year. Thinner demand on the pipe, broader portfolio rotation into HS84 and HS30 — that is what the ledger is telling us.
I will not tell you what the barrel does next. I will tell you what the mirror shows. The mirror shows a continent that burned less, bought more machines, and sold more medicine. The seasons kept their shape. The volume underneath them did not.
