The mirror this cycle held two large withdrawals, and vehicles was the second of them. Across all 27 EU reporters, HS87 imports fell €152.9B year-over-year (-4%, 2024→2025). That is not a collapse. It is a cooling, the kind you feel in the hull before you see it on the gauge.
The first withdrawal was larger and cleaner: mineral fuels and oils (HS27) fell €589.3B year-over-year (-13.8%, 2024→2025). Energy did the loud work. Vehicles did the quieter work, and quiet work is often the more instructive kind — a durable-goods category exhaling while a different appetite inhales.
Because something did inhale. Precious stones and metals (HS71) rose €127.5B year-over-year (+28.4%, 2024→2025). Read the three lines together and a posture emerges: less spent moving, less spent burning, more parked in weight that keeps its shape. Capital chose density over motion.
Now the seasonal layer, which is where I like to sit. Vehicles into DE peak in Mar (index 1.131) and trough in Dec (index 0.752), averaged over 2021–2025. That is the tide the category swims in every year, regardless of headlines. Knowing the tide is how you tell weather from climate.
For Jul, the index reads 0.982 — near baseline. This month the calendar is neither pushing nor pulling; volume will not tell you a story it does not have. The story, if there is one, sits in the year-over-year line, not the monthly one.
So the data points toward continued softness in vehicle inflows and a re-weighting of import spend toward stored value rather than motion. That is a reading of the flows. The price call belongs to someone else, at a different table, on a different night.
